WesternMd is correct. wvssac considers more than just enrollment when placing schools. Frankfort, which had a couple of transfers themselves, cried loud enough and long enough to get placed into AA class. Let's face it, WV A, and AA are extremely weak. It's not bashing them, it's just that they are comprised of a very small student population, and fewer resources.
