I see the fourth position is a tie with Northern and MV. Does Northern win because of bonus points? I'm not really sure how the tie breaker system in Maryland works. Thanks!

Right.

Northern-Gar has the 2nd tie-breaker advantage over Manchester Valley on bonus points by a 19-15 margin.
