I have a question for those officials out there that are on this board...

Fourth down play concludes with the offensive team not gaining enough yards to get a first down but there was a dead ball personal foul or unsportsmanlike conduct penalty called against the team that made the stop on the fourth down play. Because the penalty was a dead ball one and happened after the play the ball still changes possession and the penalty is enforced then right?

Ex. 4th and 10, Allegany is on offense, Fort Hill on defense for that fourth down play. Fort Hill makes the stop after 8 yards which means Alco didn't gain enough yardage for the first down. Personal foul penalty was a dead ball one and occurred after the fourth down play. This would mean Fort Hill takes the ball and is just pushed back 15 yards to start the drive correct?
 
WRONG!!!!
If the Pepsi man has anything to do with it Alco gets penalized 30 yds from the LOS (15 for being dumb enough for going for it on 4th and 10, and 15 just because he is the Pepsi man!) And of course Fort Hill gets the ball with a couple of extra untimed downs thrown in.
 
Wow... I guess I should have picked different teams as examples... just looking for rules clarification here.
 
I think so, because change of possession already happened.

On another note. This year FH won't stop Alco on fourth down

I'm not an official but you're correct. As soon as the play is blown dead on a successful fourth down stop possession changes and any penalties accrued by either team after the whistle cannot change the result of the play.
