Watched the Indiana state finals on FOX College Sports Pacific.

They do such a better job than MD.

Colts are seriously invested in HSFB there. The stadium actually has the HS hashmarks painted on, they use the video board and do player intros for each team. The teams each even had jersey patches with the state finals logo.

Public and private play together. Everyone plays 9 game regular seasons and everyone makes the playoffs. 5 game playoff.

Just watched 2 6A public schools, Center Grove and Carmel, play. Center Grove was 12-1 with a win over Indianapolis Cathedral, a regional power private school. Carmel was 9-4. Carmel scored to go up 13-10 with :46 seconds left. Center Grove drove down and hit a 50-yd FG to tie it at 13 as time expired. Center Grove fumbled in OT and Carmel hit a FG to win 16-13.
 
I don't have a problem mixing public and private if they split them up as you have recommended. Can't use enrollments as the guide for private schools.

Definitely not. I've thought about several ways to do it. Maybe a committee that sorts the schools. Maybe an enrollment modifier like other states (I was thinking x1.5 base plus an additional x2 applied after if the school had boarding students).

The state can crack down on recruiting and transfers for all schools (since it happens a ton in Baltimore City/County and elsewhere.) In Texas they have the option to mark a transfer as "for athletic purposes." If a student so marked can't prove they moved for family or academic reasons, they're ineligible from all sports for 365 days.
