How to fix state footbal schedule

You must play 7 teams in your region for 2 years on home and home
then teams that you did not play will be added the following 2 years and
then the teams you did play will be alternate that still give 3 games to play

I don't disagree .
But it's been said so many times that the state isnt going to force teams to schedule teams that they don't want to play.

No need to even even think of a solution if it involves forcing teams to play other teams that they don't want to. It sucks, but that's how it is. Unfortunately
